Colombia: Colombia’s President Iván Duque has said that his government will not resume the peace dialogue with the insurgent Ejército de Liberación Nacional (ELN) guerrillas until the guerrilla group releases all of its current hostages and shows “a real will for peace”. The peace dialogue with the ELN was established under the previous government led by Juan Manuel Santos (2010-August 2018), but it was suspended after ELN units carried out a series of kidnappings in August. After assuming office, President Duque of the right-wing Centro Democrático (CD) party said that his government will analyse the progress made in the talks with the ELN before announcing whether the talks would continue within 30 days. Since then the ELN has released some of its hostages hoping to convince the Duque administration to resume the dialogue. But speaking on 8 September, after the 30-day deadline set for making a decision on the ELN talks had passed, Duque said that his administration would not resume the talks unless all ELN hostages were released. The ELN responded to Duque’s announcement by saying that the imposition of this new condition for resuming the dialogue was “unacceptable” and it called for the re-establishment of the dialogue table in Havana, Cuba.
