* Paraguay’s finance minister, Benigno López, has outlined the government’s draft 2019 budget to the national congress. In an appearance before a joint session of congress, López said that the US$14bn proposed budget, which is 7.6% higher than the previous budget, seeks to improve education and healthcare in the country. López noted that the budget allocation for the education & science ministry (MEC) would be increased by 11.4% to US$1.24bn while the budget allocation for the public health sector would be increased by 12.5% to US$939m. The minister also highlighted that the proposed budget is practically fully funded with 54% of it being covered by existing resources, 36% being covered by projected tax intake, and only 10% via debt issue.
