* A new report commissioned by Mexico’s energy regulatory commission (CRE), the federal energy sector regulator, has identified that eight different organised criminal groups are dedicated to stealing hydrocarbon fuels from Mexico’s state-owned oil firm, Pemex. The report notes that these groups (locally known as ‘huachicoleros’) operate with the complicity of Pemex employees as well as local public security officials in various areas of Mexico and have produced significant economic losses for Pemex. The report also found that huachicolero groups are increasingly selling stolen hydrocarbon fuels not just to individuals but also to legitimate firms, including 23 US oil refining firms, which have now been sued by Pemex.
