Decentralisation and regional development: where is the money going?

In his message to the nation on 28 July, President Martín Vizcarra declared that a focus on the regions, “has been, is and will continue to be the hallmark of our government”. The president has visited almost all of Peru’s departments since taking office in March 2018 and his administration has allocated an unprecedented PEN6.3m (US$1.9m) for regional spending during the course of the year. However, with regional and local elections approaching on 7 October, questions are being asked about how – and whether – these funds are being spent.
