Will electoral reform be a remedy to Peru’s corruption ills?

Trust in Peru’s politicians is at its lowest point yet. Electoral financing scandals have been followed by foul-play in the judicial system in the last year and a weak executive has now decided to try to bypass a hostile legislature with a referendum on a long-discussed package of electoral reforms. But to what end? Here we examine the potential impact of these proposed changes.
