Upon assuming office in August, President Mario Abdo Benítez said that his administration would follow the general policy of fiscal responsibility that has underpinned Paraguay’s macroeconomic stability in recent decades rather than continuing the more recent trend of growing government spending and indebtedness followed by his predecessor Horacio Cartes (2013-2018). However, the first draft budget presented by the Abdo Benítez executive to the national congress has been criticised by the political opposition and local business groups for its lack of transparency and for its profligacy.
