Mexico: From catching to convicting

Arresting the criminal represents at best half the job: he or she also needs to be put on trial, proven guilty, and convicted. That second part of the job has been proving difficult in the case of two high-profile Mexican individuals: former Veracruz governor Javier Duarte and Sinaloa cartel kingpin Joaquín ‘El Chapo’ Guzmán.
