* Panama’s labour minister, Luis Ernesto Carles, has tendered his resignation, effective from 31 October. Carles has held the post for 51 months. During his time as labour minister, Carles started a project of modernisation within the ministry, where he led changes to human resources management and infrastructure. He also presented initiatives regarding safety at work, paternity leave rights, and the penalisation of illegal labour. In his letter to Panama’s President Juan Carlos Varela, Carles did not specify the reasons behind his resignation, but it is speculated that he intends to run for an elected post in the upcoming May 2019 general election on the ticket of the ruling Partido Panmeñista (PPA). President Varela has yet to name Carles’ successor.
