In brief: Panama

* Panama’s executive has partially vetoed the proposed state budget for 2019 and sent it back to the 71-member unicameral national legislature for further discussion. The budget for US$23.6bn was approved on 31 October by the national assembly but the executive objects to changes introduced in the approval process which, among other things, would exempt certain institutions from tax audits. The changes prompted concern from private sector lobbies such as the Consejo Nacional de la Empresa Privada Panamá (Conep), which had called on the government to explain the basis for these changes.
