In Mexico, Tijuana mayor declares humanitarian crisis

Development: On 22 November, the mayor of the Mexican city of Tijuana in the border state of Baja California, Juan Manuel Gastélum Buenrostro, declared a humanitarian crisis in the city and asked the federal government to take responsibility for attending to the Central American migrants currently in Tijuana, as they try to reach the US.
