* Chile’s bi-cameral national congress has approved the draft state budget for 2019. The senate voted in favour of the US$73.5bn budget on 28 November, a few hours after it was approved by the chamber of deputies, although some issues remain pending, to be resolved at a later time. For example, the mixed parliamentary commission that initially approved the draft budget had agreed not to set an amount for expenditures reserved for the Carabineros (militarised police) due to divided opinions on the matter. The Carabineros have been the object of controversy in recent months. Chile’s finance minister, Felipe Larraín, welcomed the draft budget’s approval.
