Development: On 28 November it was reported that Guatemala’s constitutional court (CC) had confirmed that Interior Minister Enrique Degenhart and Foreign Minister Sandra Jovel have been given 48 hours to explain the government’s refusal to permit the re-entry to Guatemala of Iván Velásquez, the head of the United Nations (UN)-backed International Commission against Impunity in Guatemala (Cicig).
