In brief: Paraguay

* Shinzo Abe has become the first Japanese prime minister to visit Paraguay. Abe met with Paraguay’s President Mario Abdo Benítez on 2 December. Abdo Benítez highlighted the unprecedented nature of the visit, which served to reinforce bilateral links between the two countries. Paraguay and Japan signed two cooperation agreements, under which the Japanese government will donate US$4.4m to Paraguay for the development of a healthcare programme, and the Japan International Cooperation Agency (Jica) will donate US$23.5m to Paraguay’s national navigation and ports administration for the purchase of dredging equipment. Abe then paid an official visit to Uruguay’s President Tabaré Vázquez.
