CUBA: Díaz-Canel eases restrictions

Cuba’s President Miguel Díaz-Canel raised eyebrows last week after announcing plans to backtrack partially on new regulations for ‘cuentapropistas’ (self-employed small entrepreneurs) due to take effect on 7 December. While some aspects of the new rules will apply to the sector, which had expanded in the wake of market reforms announced in 2010, the last-minute changes reflect an unusual willingness to negotiate on the part of the government which last month was forced to lower GDP forecasts.
