Mexico: National Guard debate continues
The new government’s controversial proposal to create a new security force, the National Guard, continued to prompt debate during January. A congressional vote on the proposal, which requires a constitutional amendment, was expected in the second half of the month. There were signs that officials might make some concessions to get the measure through, seeking to reassure those worried over excessive militarisation.
