Costa Rica: The race to a net zero-carbon economy

If there is a race on in Latin America to halt or even reverse carbon emissions, Costa Rica wants to be the first across the line. On 24 February the government of President Carlos Alvarado launched a 2018-2050 National Decarbonisation Plan, which envisages the country reaching “zero net emissions” by the middle of this century. Will it work and will the rest of the region follow this example?
