* Costa Rica’s national executive led by President Carlos Alvarado has presented a legislative initiative before the 57-member unicameral national legislature which would reform law No. 6588, which regulates state-owned oil refining company Refinadora Costarricense de Petróleo SA (Recope). The changes would transform Recope into Empresa Costarricense de Combustibles y Energías Alternativas Sociedad Anónima (Ecoena) which would promote alternative energy research, development, industrialisation, and commercialisation, aiming to modify the composition of Costa Rica’s energy matrix.  A presidential press release cites Alejandro Muñoz, Recope’s executive president, as saying that “Recope has been a key player in the country’s development. However, times have changed and, in the light of national targets for decarbonisation, it has the challenge of reinventing itself and contributing to the country’s future development”.
