BRAZIL: Torn between a pact and polarisation
Last week, rumours began to circulate about the words ‘impeachment’ and ‘parliamentary system’ being bandied around the corridors of Brasília, as Brazil’s congress appeared ever more exasperated by its fractured relationship with President Jair Bolsonaro, and the obstacle this represents to governability. Perhaps as part of efforts to dissipate such rumours, the Planalto presidential palace announced on 28 May that the leaders of the three branches of government had agreed on a ‘pact’ for Brazil, outlining measures needed to recover the country’s economic growth.
