* The Costa Rican government led by President
Carlos Alvarado has issued a decree declaring a state of emergency due to the lack of rainfall, caused by the El Niño Southern Oscillation (ENOS) phenomenon which began last November, a climate pattern that has brought extreme drought and heat waves to the country. The decree applies to all the cantons in Guanacaste province as well as the cantons of: Coto Brus, Esparza, and Puntarenas (Puntarenas province); Upala, Los Chiles, Guatuso, and San Carlos (Alajuela province); Oreamuno (Cartago province); and Puriscal (San José province). The decree aims to speed up the development of an action plan and provision of resources by public entities, in order to promote actions and infrastructure works for areas such as agriculture, livestock, and drinking water.
