In brief: Guatemala’s indigenous communities appeal hydroelectric project

* Representatives of indigenous communities from Guatemala’s Alta Verapaz department have confirmed that they will lodge a legal appeal against the construction of the third phase (Oxec III) of Oxec SA’s hydroelectric power plant on the Cahabón river. The indigenous were accompanied in congress by Leocadio Juracán, a deputy from the Convergencia congressional bloc, who has committed to supporting the case. In order to grant the licence for the Oxec III project, the environmental impact assessment (EIA) was presented by Oxec SA to the environment ministry (Marn) on 1 August. According to Julio González, an environmental activist for Colectivo Madre Selva, a popular consultation involving all the 195 communities adjacent to the Cahabón river should have been held before Oxec applied for the licence. Only 11 communities were consulted. The indigenous representatives also claim that Oxec SA is violating national legislation by soliciting a new licence when there is ongoing litigation on the construction of the project’s completed second phase.
