Bukele’s initial moves

El Salvador’s new President Nayib Bukele took office on 1 June promising, as his predecessors before him, to address the notorious security crisis afflicting the country which registered 3,094 homicides in 2018, the highest in Central America. While he has indicated his intention to honour both aspects of his security manifesto – prevention as well as the mano dura hard-line repressive approach – the emphasis has been very much on the latter. Meanwhile, certain security-related appointments and decisions have proved contentious.
