BRAZIL: Police under increased scrutiny in Rio

The death of Ágatha Félix, an eight-year old girl who was killed by a stray bullet during a military police (PM) operation in the Complexo do Alemão favela in metropolitan Rio de Janeiro on 20 September, has given centre-stage to discussions on public security policy and the role of the police, particularly in the state of Rio. Governor Wilson Witzel’s hard-line security approach is meeting with increasingly vocal criticism from civil society organisations and local lawmakers, who denounce his belligerent rhetoric for being responsible for preventable tragedies, of which Ágatha’s death is just one example.
