BOLIVIA: Uncertainty mounts ahead of election
With days until the 20 October general election, multiple unknowns surround the vote in which President Evo Morales is seeking a contentious re-election bid for the ruling Movimiento al Socialismo (MAS). As well as the high number of undecided voters registered in the latest polls and the possibility of it going to a run-off (unprecedented since Morales took office in 2006) [WR-19-39], the question of how the opposition will respond if Morales is successful is compounding uncertainty. This followed a declaration of “civil disobedience” in the event of a Morales victory, made at a recent rally in La Paz organised by the Consejo Nacional Democrático (Conade), which groups various opposition civil-society organisations. Those present at the rally notably included Morales’ chief rivals, former president Carlos Mesa (2003-2005) of the Comunidad Ciudadana alliance and Senator Oscar Ortiz of the Bolivia Dice No coalition.
