PARAGUAY: Brazilian criminal probe produces political waves

The issue by a Brazilian judge of an international arrest warrant against Paraguay’s former president Horacio Cartes (2013-2018) and the implication of incumbent President Mario Abdo Benítez’s chief-of-staff in the criminal case for which Cartes is wanted has shaken up Paraguayan politics. Cartes remains an influential figure in the ruling Asociación Nacional Repbulicana-Partido Colorado (ANR-PC), as Abdo Benítez’s internal political rival. His prosecution would ultimately benefit Abdo Benítez, while that of chief-of-staff Juan Ernesto Villamayor could prove to be highly damaging. That neither has faced investigation by Paraguayan prosecutors raises nagging questions about the domestic authorities’ commitment to combating corruption and criminality.
