PANAMA: Constitutional reform package proves contentious

Overhauling Panama’s constitution was one of President Laurentino Cortizo’s chief campaign pledges, a move considered necessary in terms of addressing the country’s weak institutions which have been discredited in recent years by corruption scandals. The process is proving controversial, however; the approval by the 71-member unicameral legislature of the reform package that Cortizo sent down in mid-July, the first stage of the process, has prompted widespread protests for various reasons.
