The Bolsonaro government can therefore not credibly claim success where its public security legislative agenda is concerned. Federal initiatives to help fight crime through means other than legislation have been limited also, consisting principally of increased recourse to the Força Nacional de Segurança Pública (FNSP) national guard when met with a security crisis at state level, and of a small pilot project designed by Moro and which focuses resources on a mere five cities of middling size (although it aims to be scaled up if successful).
