Carlos Alvarado of the centre-left Partido Acción Ciudadana (PAC) has sanctioned a law passed on 16 January by the 57-member unicameral national legislature which modifies several criteria for a strike to be declared legal. Among other things, it establishes a list of services which it describes as either essential or of strategic importance – such as health and supply of water, electricity and fuel, where strikes are explicitly prohibited or limited. The bill was first tabled in October 2018 by deputies from the opposition Partido Liberación Nacional (PLN),
Carlos Ricardo Benavides and
Yorleny León, against a backdrop of nationwide demonstrations against a fiscal reform (which was approved in December 2018, with many of its provisions taking effect in July last year).
