EL SALVADOR: Bukele sparks fresh conflict with congress

“A fraud of a law” which will result in “de facto impunity”. This was President Nayib Bukele’s response to a recent bill approved by the legislative assembly on transitional justice, reparations, and national reconciliation, relating to El Salvador’s 1980-1992 civil war. While the bill has attracted human rights concerns, some activists warn that Bukele, who has since vetoed the bill on constitutional grounds, could be exploiting the issue as part of his ongoing confrontation with the opposition-controlled 84-member legislature, following his recent deployment of security forces to pressure deputies to approve a new security loan [WR-20-06], which drew widespread condemnation.
