ARGENTINA: A dead cow, not a golden goose

There is a long-standing narrative that Argentina will be saved from its economic travails by the development of the ‘Vaca Muerta’ (‘dead cow’) shale oil and gas fields in Patagonia. In early March Argentina’s President Alberto Fernández told congress that “hydrocarbons will be a lever for the productive development of our country”. But in the current global economic crisis, Vaca Muerta has relatively little to offer a government in desperate need of a lifeline.
