phased approach to the resumption of economic activities following the national quarantine introduced to contain the coronavirus (Covid-19) pandemic
“does not enable an effective reactivation” of the economy. In a statement, Apede claimed that allowing certain sectors to return to work before others neglects the reality that
“many companies that have been allowed to reopen depend on the demand that will be generated by the activation of other sectors”. In particular, Apede proposed that the construction sector be reactivated
“due to its multiplier effect on job creation and its low risk of contagion”. Apede also appealed for the implementation of
“a detailed plan of emergency financial assistance through the banking sector”, to ensure that a gradual, sanitary reactivation is achievable for small and medium-sized enterprises (SMEs).
