Annabelle Sulmont, highlighted that even before the pandemic, the country’s tax take as a percentage of GDP was just 16%, significantly less than the 23% average for Latin America. According to the UNDP, the pandemic has caused a 36% drop in consumption, the loss of over 1m formal jobs, and caused 12m people to stop participating in the economy, all of which has put more pressure on the government’s strained resources. The UNDP recommended that Mexico guarantee access to health services and improve health infrastructure; reduce gaps in access to technology and quality education; and take on more debt to enable spending to protect the most vulnerable from the socioeconomic effects of the pandemic.
