“Costa Rica listens, proposes, and dialogues”. This is the slogan of the new national dialogue process launched by the government led by President Carlos Alvarado aimed at engaging different sectors of society in coming up with a response to the impact of the coronavirus (Covid-19) pandemic. The initiative follows protests last month [WR-20-30] by trade unions against the government’s handling of the crisis, which has included a historic spending cut [WR-20-29], and over demands for more economic relief. It also came days after the government was forced to relax new restrictions under pressure from the private sector and mayors.
