Brazil’s President Jair Bolsonaro avoided a defeat in congress last week thanks to the chamber of deputies, which sided with the government and against the senate in maintaining a presidential veto to the law which regulates the federal government’s financial aid to states and municipalities during the coronavirus (Covid-19) pandemic. The chamber not only saved Bolsonaro from a painful political defeat, which could have revived tensions between the executive and the legislature; it also provided reassurance to the proponents of fiscal responsibility, for whom the veto was necessary to avoid excessive public spending at a time of economic difficulty.
