PERU: Simmering tension between executive and legislature

On 25 August Perus opposition-dominated congress voted by 106-to-three, with 15 abstentions, to allow a partial draw-down of contributions from the state pension fund (Oficina de Normalización Previsional – ONP). The bills passage into law will be far from easy, as it joins the long list of issues of contention between President Martín Vizcarra and congressional leaders.
