HAITI: High-profile murder reignites familiar concerns

The recent murder of a prominent lawyer, professor and head of the Port-au-Prince bar association, Monferrier Dorval, has met with outrage, from the local and foreign community alike. It serves as the latest reminder of the parlous security situation which recently attracted international attention [WR-20-30]. Meanwhile concerns that the murder of Dorval, who had been critical of President Jovenel Moïse, will go unpunished come as public anger with impunity is again on the rise. This follows the release last month by Haiti’s superior court of audit and administrative disputes (CSC/CA) of the third and final instalment of the investigation into the use of US$2.2bn from Venezuela’s discounted-oil initiative Petrocaribe which has implicated top officials, including Moïse.
