BOLIVIA: Áñez pulls out of the running

“Today finished what should never have started.” That is how Bolivia’s former interim president Jorge Quiroga (2001-2002) described the decision by the country’s incumbent interim president Jeanine Áñez on 17 September to pull out of the presidential elections which are due to take place on 18 October. Quiroga argued that Áñez had exceeded her mandate, which was confined to organising fresh elections, by announcing her intention to seek election, as well as carrying out a series of sweeping political and foreign policy reforms. Áñez said she had opted to step aside in order to unite the opposition vote and preclude the return to power of the left-wing opposition Movimiento al Socialismo (MAS) led by former president Evo Morales (2006-2019). Such was Áñez’s dwindling support, however, that her withdrawal might not suffice to achieve that objective.
