BOLIVIA: Arce victory confirmed but no free rein in congress

Luis Arce will take office on 8 November after being formally proclaimed president-elect in Bolivia. Arce’s victory was even more emphatic than it initially appeared, as the final count released by the supreme electoral tribunal (TSE) showed him pulling ever further away from his closest rival, Carlos Mesa, and finishing with not far short of twice as many votes. The one slight check on Arce’s power will be from the legislature after the left-wing Movimiento al Socialismo (MAS) lost its two-thirds majority in both the lower chamber of congress and the senate, required to pass constitutional reforms, although the party preserved an absolute majority.
