Mexico strikes water agreement with US

MEXICO: On 22 October, Mexico’s President Andrés Manuel López Obrador announced that his government had reached an agreement with its US counterpart regarding the 1944 Water Treaty. For weeks there had been doubts over Mexico’s ability to make good its commitments under the Treaty, which states that Mexico must deliver 2.16bn cubic metres of water to the US via its border rivers, due to droughts in the north of the country. The issue has been a source of bilateral tensions. Speaking at a press briefing President López Obrador said that under the agreement, water would be drawn from the shared bilateral dams also used for human consumption and thanked US President Donald Trump and US Secretary of State Michael Pompeo for their “understanding and solidarity”. The agreement also commits the US to cooperate with Mexico “in the event of extreme drought or other emergency for humanitarian reasons”, according to a statement by Mexico’s foreign ministry (SRE). It also commits to “sharing information binationally to improve water management through a hydrology group”. According to the SRE, “with this successful negotiation, the government of Mexico reaffirms its commitment to act in strict adherence to technical criteria and international law to guarantee fair management of shared bodies of water, in full respect of sovereignty and access to water”.
