In brief: Mexico starts implementing labour reform

*Mexico’s labour minister, Luisa María Alcalde, has announced the launch of “a new labour model” through the implementation of a labour reform approved last year and designed to address some of the deficiencies in the domestic labour market and ensure that labour practices are in line with the US-Mexico-Canada Agreement (USMCA) on regional trade. Under the USMCA Mexico assumed a commitment to reinforce workers’ rights in the country by improving working conditions, trade union freedom and representation. To ensure the fulfilment of this commitment the USMCA also establishes the creation of labour panels comprising representatives from the three countries, which can analyse any labour controversy and recommend the imposition of sanctions on a USMCA member by the other partners. Alcalde explained that the reform will be implemented in phases and that in an initial phase new union governance rules and labour tribunals will be introduced in eight of the country’s 32 states, with these being gradually rolled out in the other states.
