Peru’s interim president Francisco Sagasti was forced to backtrack slightly after his 27 November pledge to “start a national process of inclusive dialogue, open to all, which could provide the basis for future constitutional change”, prompted speculation that the widely demanded constitutional reform process could begin sooner than had been expected.
