GUATEMALA: OAS mission arrives as doubts build over Giammattei’s ‘coup’ claims

A special mission from the Organization of American States (OAS) arrived in Guatemala at the behest of President Alejandro Giammattei last week. This followed Giammattei’s invocation of the OAS Inter-American Democratic Charter, in response to the violence unleashed on 21 November (an event now dubbed ‘21N’) sparked by the approval of the 2021 budget (since withdrawn) by congress [WR-20-48]. While Giammattei had accused some “minority groups” of seeking to carry out a “coup”, others such as Vice President Guillermo Castillo and the human rights ombudsman, Jordán Rodas, have challenged this version of events.
