ARGENTINA-BRAZIL-PARAGUAY: Building bridges

Argentina’s President Alberto Fernández and Brazil’s President Jair Bolsonaro finally sat down for a first bilateral meeting on 30 November. Almost a year after Fernández took office, the two heads of state are still yet to have a face-to-face meeting; this was virtual, and had all the appearance of an obligation to mark Argentine-Brazilian Friendship Day. Not since the gestation of the Southern Common Market (Mercosur), when this day was coined 35 years ago in a meeting between former presidents Raúl Alfonsín (1983-1989) and José Sarney (1985-1990), have two heads of state representing the trade bloc’s economic powerhouses been separated by a wider ideological gulf. Bridging it is complicated by their lack of personal affinity which was laid bare the following day when Bolsonaro met his Paraguayan peer Mario Abdo Benítez in person. While visiting the site of the construction of a second bridge across the River Paraná, Bolsonaro lavished praise on Abdo Benítez.
