Venezuelans will face a taxing question on 6 December, not so much who to vote for, in legislative elections being held that day, but whether to vote. The government led by Nicolás Maduro is resorting to a mixture of carrot and stick to try and drive up the turnout and confer some legitimacy on elections that have been widely declared as illegitimate in advance by much of the international community.
