PARAGUAY: Developing strategy to handle Brazilian drug kingpins

Paraguayan authorities are implementing a new strategy for dealing with the leaders of the powerful Brazilian drug trafficking organisations (DTOs) that operate in the shared border but are based in Paraguay. Following recent episodes in which Brazilian drug traffickers have outgunned and overwhelmed the Paraguayan security forces as they try to release arrested associates, the plan now appears to be to hand over DTO leaders to Brazil as swiftly as possible. The strategy appears to be working, with Paraguayan authorities foiling a new rescue attempt this week.
