Introduction

Chilean voters went to the polls on 15 and 16 May in an unprecedented ‘mega-election’ during which the 155 members of the constituent convention, which is tasked with re-writing the country’s constitution, were elected (along with regional governors, mayors, and municipal councillors). The strong performance of independent and left-wing candidates suggests the new magna carta could be a progressive one, reviewing issues such as water rights, the provision of which is essentially privatised in Chile. The first piece of the May issue of the Latin American Regional Report: Brazil & Southern Cone delves into why water scarcity and water rights are such pressing issues in Chile and outlines the hopes that the rewriting of the constitution could help address them. A second Chile-focused piece summarises the largely positive conclusions of a recent International Monetary Fund Article IV consultation in the country.
