COLOMBIA: Government outlaws roadblocks

The Colombian government announced on 18 June that it had modified a presidential decree revising the definition of a peaceful protest to exclude roadblocks, either temporary or permanent, as a legal form of demonstration. It also revealed some minor police reforms in the face of widespread domestic and international criticism of excessive use of force leading to dozens of fatalities in the course of the protests that began two months’ ago.
