* Paraguay’s minister for public works & communications (MOPC), Arnoldo Wiens, has signed a memorandum of understanding (MoU) with his South Korean counterpart, Noh Hyeong-ouk, for the construction of a light-rail commuter train connecting the capital Asunción with the nearby town of Ypacaraí. The ‘Proyecto de Tránsito de Tren Ligero de Asunción’ will be carried out by Korea Overseas Infrastructure & Development Corporation (KIND), a government institution, in partnership with Paraguay’s state railway operator, Ferrocarriles del Paraguay (Fepasa).
