BRAZIL: Bolsonaro’s UNGA speech fails at damage control
Ahead of President Jair Bolsonaro’s speech at the United Nations General Assembly (UNGA) in New York on 21 September, there was speculation as to whether the Brazilian head of state would adopt a measured tone to reassure the international community, or opt for a more radical discourse designed to fire up his shrinking base at home. In the end, Bolsonaro appeared to attempt a balance of both, with a speech that was perhaps less provocative than the first one he delivered from the UN rostrum in 2019 [WR-19-38], but which nonetheless contained enough misleading statements and staggering claims to be poorly received by those who heard it.
