Ahead of President Jair Bolsonaro’s speech at the United Nations General Assembly (UNGA) in New York on 21 September, there was speculation as to whether the Brazilian head of state would adopt a measured tone to reassure the international community, or opt for a more radical discourse designed to fire up his shrinking base at home.
