Mixed outlook for administrative reform

The right-wing government of President Jair Bolsonaro has a mixed record on structural economic reform in Brazil. On the plus side it approved a pension reform in 2019 and has privatised some state companies. Less impressive is that Economy Minister Paulo Guedes’ promises of bigger reforms are frequently derailed by Bolsonaro’s penchant for triggering recurring political crises and partisan divisions. A key question now is whether an ambitious administrative reform bill will move forward or simply get stuck in congress.
