The policy, named ‘Cidade Integrada’, or integrated city, has laudable objectives on paper but has already been the object of criticisms for failing to learn the lessons from past security programmes which sought to address violence and criminality in Rio’s favelas, namely the UPP pacification programme launched 14 years ago.
